Since 1999, Jeff has been working in economic and financial damages analysis related to construction claims, construction project audits, and commercial disputes.  Jeff’s experience has focused largely on construction matters, and he has performed consulting work, often through legal counsel, for a variety of clients.


Jeff has provided deposition, arbitration, and trial testimony in the state of Washington as well as both deposition and arbitration testimony in the state of Idaho.  He has also presented and/or otherwise participated in a number of mediations.


Professional Experience


Selected Clients:  City, state, and regional transportation organizations; counties; universities; school districts; municipalities; wastewater utilities; hospitals; airport authorities; seaports; general contractors; real estate developers; small businesses; and individuals.


Selected Experience in Construction Matters

 

  • Experience includes construction projects related to roads, highways, bridges, tunnels, transit stations, light rail lines, university buildings, school buildings, libraries, wastewater treatment plants, apartment and condominium buildings, airports, manufacturing facilities, and other projects.

 

  • Analyzed claims based on labor, materials, subcontractor costs, equipment standby, job site overhead, home office overhead, consequential damages, and other types of construction claims.

 

  • Experience includes project audits of cost-plus contracts with a Guaranteed Maximum Price as well as fixed price contracts, reviewing and analyzing contractors’ bid documentation, analyzing electronic job cost reports, reviewing contemporaneous source documentation such as invoices and employee timecards, analyzing labor and equipment rates, identifying cost overruns, and performing analysis of claim calculations.


Selected Experience in General Commercial Disputes

 

  • Experience includes matters involving disputes related to pricing adjustments to purchase agreements, analysis of lost wages, and other disputes.

  • The work performed in this area includes analysis of financial statements, analysis of working capital amounts, analysis of lost wages and benefits, and various other types of work.
